DeferredToolsControlScope - OpenRouter

Which tools the universal profile defers. Absent or all: every wrappable tool outside the coding-harness core set. mcp: only MCP server tools (mcp__* names and Responses namespaces outside functions); the harness keeps its own built-in tools direct. Experimental.
